The meaning is that the user puts the fingers of the right hand through the holes en use them for counting, adding and subtracting.
This gimmick is part of the Belgian jokes based on the theme that the Belgians are not very bright (which is not true). The opposite are the Dutch jokes told by the Belgians with the theme that the Dutch are avaricious (which is also not true).
